    After getting trapped into the database loop problem, then re-installing 3.8.3, I attempted to re-install all new plugins to have a fresh start. Instead I got this message:

    Installing Plugin: Jetpack by WordPress.com 2.9.3

    Downloading install package from https://downloads.wordpress.org/plugin/jetpack.2.9.3.zip…

    Unpacking the package…

    Installing the plugin…

    Could not create directory. D:/Hosting/5567491/html/wp-content/plugins/jetpack/

    Plugin install failed.

    Return to Plugin Installer

    I verified via FTP that the plugins folder was clear yet nothing would install without the “Could not create directory” message appearing.

    Have you tried other ways of installing plugins?

    Have you talked to you hosting company about this?

    No on the hosting company (GoDaddy) as everything looks fine on the file structure end. I tried installing from WP and also downloading and installing from a .zip file as instructed on the page. None of these problems started until I upgraded to 3.8.3.

    How did you re-install 3.8.3??

    When you were in FTP was the plugins folder empty? Have you tried to upload via FTP?

    Yes. First install was via FTP with plugins folder empty. It installed but it would not allow me to install plugins. Then I was finally able to access my dashboard where I re-installed again. Same result.

    I have not tried deleting the plugins folder completely then reinstalling WP 3.8.3. if that option might help.

    Can you clarify what you mean by that?

    When you uploaded via FTP did it show up in your plugins list?

    If you are going to re-install then keep the wp-content folder and not delete it.

    When I installed 3.8.3. via FTP, I kept the wp-content and wpconfig.php as instructed on this forum.

    When I went to the dashboard to try to re-install the plugins (I had deleted them via FTP in an attempt to clear the problem with the database loop issue) before the installation but left the remainder of the wp-content intact.

    After the re-install the webpage came back up and I thought I could just install all of the plug-ins from scratch. No luck. Then I attempted to reinstall WP 3.8.3 from the Dashboard. Tried to reinstall plugins, again no luck, thus the error message I posted in the OP.

    That’s really interesting!

    On the plus: 3.9 released today so you can try to update and see if that may clear things up.
