Special characters in the categories heading

    Does anyone know how to use special characters in:

    < ?php wp_list_categories(‘show_count=1&title_li=<h4>What we're writing about</h4>’); ? >

    E.G. like I’m trying to do there.

    P.S. replace the apostrophe with &# 34; (without the space between # and 3)

    I’ve tried both apostophe and HTML special character.

    After the character in question the remainder of the heading does not display.
