Nope. Just installed the latest and I just found out they didn’t. I want it too. Strange that certain countries don’t allow it. All servers keep track of these things. You never know when you need it for anti hack purposes or others,,,
Try Version 2.12.2. I also updated this on one of my sites and was extremely disappointed. I re-installed the old version too. http://wordpress.org/extend/plugins/counterizeii/download/
And yet WordPress saves all the IP’s from comments. What a bullshit from the creator of Counterize II.
I had the same problem, so I dug into the code to figure it out. I would explain it more here, but its easier to just point to the link where I wrote it up:

Hope this helps.

Ok, after some more trial and error, also found out you have to modify the counterize_install.php file as well. When trying to reinstall Counterize II, the install file will rehash all your existing IPs.
The fix: comment out line 183 to 184 of counterize_install.php. I have included the fix at the page above.
Hi,
if you are interested, I’m occasionally working on Counterize II code in order to add functionalities I need/like or fix some small bug.
You can find my attempts here and here
Ciao!
