    I had originally uploaded and network activated the pro version.
    I realized I had made a mistake and needed to install in mu.
    After deactivating the first install, I uploaded the folder to mu-plugins and moved the admin-menu-editor-mu.php to the mu-plugins directory.

    The plugin is listed in my network admin Must-Use but there is no menu for it in my network settings.

    You need to go to a sub-site to access the menu editor. It won’t show up in the network admin menu.

    I believe the problem I had had was that I had originally network activated and set up a few sites. It had not been clear to me which site would now be the global setting. It is very confusing. It would be so much better if the settings for the mu installation could be in the network admin. I believe it may be working now but still doing some testing.

    It doesn’t matter which site you use to edit menu settings. Since these settings are global, they will be the same on all sites.

    I agree, but unfortunately that wouldn’t really work given how WordPress implements admin menus. If you you could access the menu editor through the network admin, it would just show the network admin menu, not the site admin menu(s).
