WordPress Repository/Directory?

    What was used to create the Extend (http://wordpress.org/extend/plugins/) section in WordPress? I’d like to create a software repository that’s very similar and so far I haven’t found any plug-ins that make wordpress do this. It seems it is possible though, because they (Automattic) have some solution that they are using on their own site.
