Project Bidding Plugin

Hi all,

I need to build a website that is a project bidding site. The concept is, when someone damages their car, they visit the website to post a repair job, with images of the damage and submit. Car Body Shops then bid on the repair job without other shops seeing the bids that have been placed, the user then selects the shop they choose, it might not necessarily be the cheapest option, it’s down to the user to choose.

Does anyone know of a plugin that can do it or something similar that we can customise?

I don’t mind if it’s a premium plugin because I understand this is rather complex functionality.
