Service charge for orders under $35

    I have been trying combinations of table rate , weight rate and ups rate settings to find a way to add a $5 service handling charge for products sales under $35. Nothing seems to work. I have updated my WP Ecommerce plug in to the 3.8.13.2 version.
    What am I missing??

    If there is no way to set up a $5 service for product orders under $35 is there a way to set a minimum order price of $35?? Every order I get for less than $35 I loose money to Credit card charges and supplier min order rules.
