No. I turned all tracking off. I can turn on Events if you wish.
Please enable download events so that I can check whether the corresponding event is being fired on your site.

I checked it and I can see the outbound click event being fired on your site. I checked this by opening this page:
http://www.lesfaber.ca/google-tag-manager-universal-analytics-dynamic-duo/
… and clicking on the link at the end of the article. If you open up the console of Chrome and enter dataLayer you will see that the gtm4wp.outboundClick event is fired as expected.
I can also see that you are using link click listener in your GTM setup. I would not suggest to use both link click listener and the events of my plugin.
What is the rule for the tag that has to be fired on an outbound link click?
One more thing: a Universal Analytics event is being sent while clicking on the outbound link.

Hmmm. Odd inasmuch as I don’t see your Event with WASP. Let’s wait until tomorrow to see what’s in GA.

This rule is firing because of the link click listener tag included in your GTM container. It will fire even if you disable events in my plugin.
As I said before, using Chrome’s developer tools I can see the Universal Analytics event being sent when clicking on the outbound link.
I hope that finally everything will work as expected 🙂
