I’m not sure. That’s a question for whoever developed the tool that is not detecting that the page is cached. They may need to add a simple check to their software that looks for the Quick Cache notes in the HTML.

Ok, thanks for getting back to me. But, lets make this about Quick Cache. I have different testing systems telling me my cache is not working, how can that be? What could be making that happen.
What can possibly be happening with Quick Cache to create that result?
But for sure, I will not be telling the developers of these tools what to do with their software. For fear they might tell me what to do with my cache. ha!
Do different cache systems do things differently?

Yes, different cache systems do things differently. Quick Cache adds notes (by default; this can be disabled) to your HTML when it’s loading a cached page. Any software that is scanning a site and trying to determine if the site is being cached will need to look for these markers. If they’re not looking for the markers that Quick Cache adds, then they won’t know the site is being cached.

Great, thanks, now as you said: “Quick Cache adds notes (by default; this can be disabled) to your HTML when it’s loading a cached page”.
How can we ensure we have not done anything to disable these notes?

Do you know of a reliable tool that can detect a site’s Cache quality.

Simply make sure “Yes, enable notes in the source code so I can see it’s working (recommended).” is selected at the bottom of Dashboard → Quick Cache → Enable/Disable.

I’m sorry, I don’t know of any tools that I can recommend.
