Spacing Problem

http://www.chattahoocheetech.edu/services/library/ is the page. When you pull down the tabs, if there’s lots of content, there’s no blank space. If there is little content, there’s a big white space. It looks to me like they’re all set to the same height, but darned if I can figure how where it’s set.

First thought is somewhere in Visual Composer, but could be something else.

I inherited this site and the original developer doesn’t react to calls for help. Anyone got an idea?
