• I have tried uploading the options-permalink.php file, tried the default theme and deactivating the plugins and I still get a 404 page when I try to go to the Permalinks Settings page from the admin panel.

    Can someone please help me fix this issue.

    Other problems and solutions I have tried:

    1. In addition to not being able to access the options-permalink.php file, I am also encountering a 404 page when I try to bulk activate or deactivate plug-ins.
    2. Two of my plug-ins have updates available and neither of them will update and hang at the unpacking phase.
    3. I was already using WordPress 3.8.1, but tried to update WordPress in case it was corrupted and it hung during the unpacking phase just like the plug-ins did.
    4. To resolve these issues I have:
    • Turned off the plugins (which I had to do manually through PhpMyAdmin)
    • Switching to basic theme
    • I manually updated WordPress using the instructions here.
    • I am gettint 500 Internal Server Errors off any secondary pages on the site. I have traced this to w3 Total Cache. However, deactivating it doesn’t fix any of my other issues.
    • Even after all of this, I am still having the same problem. None of the plugins will upgrade and neither will WordPress and I am still getting 404 errors when I try to go to options-permalink.php from the WordPress dashboard.
