How to display pending review posts

    Pending review posts can only be viewed by admin or editor on the front end, how can I display them to public without publishing it ?

    The whole purpose of a “pending review” status is that they are not ready to be viewed by the public, but need to be reviewed first.

    As an alternative, you could add them to a category called “Pending Review” and then just publish them. Then whoever comes along and reviews them could just delete that category.
