Cropping pictures

Trying to crop a picture thru the Edit Picture function in the media library. I made sure that ALL image sizes were affected. Everything seems to go well until I actually looked at the picture on the page. It hadn’t changed a bit. Uses Regenerate Thumbnails and nothing happened.
