FB Page Poster requires Access Token – How to get it ?

Where does this plugin come from? I do not find it in the forum supported plugins.

This plugin has a review rating of ~1.
It is noted as compatible up to 3.5.2.
In it’s life it has been downloaded only ~1K times.
It predates the current Open Graph Protocol used by Facebook.
