Shipping Calculator for Poland does not offer state/county

On my Shopping Cart page, the Shipping Calculator shows most countries with both State/county and Postcode/Zip, but Poland only has Postcode/Zip as an option and when you put in your code, you get “No shipping methods were found; please recalculate your shipping and enter your state/county and zip/postcode to ensure there are no other available methods for your location.”
However, if you go into Firebug and look at the HTML you see that when Poland is selected the State field is listed as ‘hidden’. If you change the code in Firebug from class=”hidden” to class=”input-text” and type=”hidden” to type=”text” you can enter your Polish province and your post code and get shipping information and prices.
Where can I go to edit this in my actual WordPress?
