i can not add new post / page to my site

In my admin panel there is no “publish” button and there are no category to put the post in. there is button called “serve to Approval” but when I press on that the post is gone.

I am looged in as maneger, and all my plugins are updated.

I try to turn off all the plugins but it did not work.

Any help?
