   Index.php? The admin area isn't showing me anything at all in terms of styles or colors. Is Word Press all hard-coded? Please advise.

   wp-layout.css. And the css of the admin part. And perhaps a bit index.php if need be.

   It's a bit confusing. Layout has the header and footer i'm assuming, and the admin area just has the templates link that displays index.php. Is there some sort of documentation for this?
