1. Scale of watermark in relation to image width. Don’t know why it is not working to you. If you provided a watermark and a scale percentage, it should be ok.
2. Manual watermakring works, but you have to enable watermarkin during any image upload too.
3. Don’t apply watermark to full size images as this is an original file. Create a different image size (it may be large, as WP default), or read more about image sizes in WordPress. Full size images may serve you to regenerate image size if for e.g. you’d like to change the watermark in the future.

I’m also having the issue that the Manual watermarking does not work.
I tried it with auto-watermarking enabled as well and it still didn’t work.
I should note that auto-watermarking is working when uploading a new image.
Manual watermarking requires you to set apply watermarking everywhere (during any image upload) – not on selected post types.
If you have that enabled just go to Media Library and use Bulk Actions where you’ll have an option to apply watermark to selected images.
