Fee for 1 category isnt working (Pro version)

I purchased the pro version because I needed an extra fee for shipping only. I set it up, selected the pro shipping plugin as its choice and saved it but it still shows up on all shipping methods. Even downloadble products which is very frustrating. I don’t know what might be wrong. I emailed you several days ago with no response
