Refferal/Lead/Commision tracking system

Im looking for options for a website someone wants me to setup. This person wants a website with a referral feature.

He wants businesses to send him referrals using some type of code or way to track the referral. When the customer makes the purchase, the person who sent the referral needs to be notified, and/or sent a commission. Ive tried looking for a plugin to do this but haven’t found one.

Here’s how it would work ideally…
-Another company that we have an agreement with would send us a referral customer. Customer will need to go to website and create an account

-When this customer signs up, the company that referred will be notified they signed up.

-Customer will have under 3-10 items they can purchase

-When this customer makes a payment the company that referred them will be notified

-(Optional) Company that referred customer will be sent finders fee.
