Anybody can edit the Codex (you should know that much about a wiki...)
Honestly? I don't see at all the need to have another website that just "offers" other people's themes.
Nothing personal - just too many websites wanting to promote themselves by using others' work.
If users want clean themes, they should use http://themes.wordpress.net
