get_sidebar() on non wordpress pages

I have the sidebar currently incorporated into my site footer and what I would like to be able to do is create new pages (not through wordpress) but still incorporate the sidebar in the footer. I guess my question is what files do I need to include in order to have the function get_sidebar() work outside of wordpress. Thanks.
