posts in custom ordered categories inside custom taxonomies

Hi
I need some assistance. I have posts that are organized into a custom taxonomy of yearly quarters and inside each quarter, each posts belongs to a particular category. The same categories appear for each quarter. I would like to display the posts by category for each quarter and show the categories in a particular order that is predetermined (not name or date but by me and in the same order all the time).
I can’t seem to place the categories into the order I want. I’ve tried the taxonomy order plugin, but it doesn’t seem to work. Right now I’m manually ordering the categories and creating a separate archive template for each quarter, but I’m sure there is a better way to do this.
