Disabling comments and putting a message which goes something like, "Comments closed at this time." in the permalinks was, say, not that tough. But how do I replace the comment link in index.php (as well as archive.php, etc.) with "Comments Off" so that the user does no longer need to click the comment link just to find out that comments are disabled?

That's a great question! I'm not good with coding, but I'd say that something like "comments 0" (or 1, 2, 3) might just as well say "comments closed". Sounds like a plan.
