Spammers overwrite post's tags….

Not sure how you can solve this problem but I’ll mention it anyway. When spam posts are submitted they often put spammy words and links in the tags too.
The posts themselves don’t get published so that’s fine, but it seems that the tags still persist.
Is it possible to prevent first time posters (etc) from submitting tags, I guess you could add an on save filter that overwrites their tags with the existing ones?
