It should be possible, yes. Your settings seem fine, but are there any more than the ones provided here? If yes, it could be the problem. Read why here: http://wordpress.org/plugins/content-aware-sidebars/faq/

I have just this one sidebar created for testing/vetting. the only option I’ve selected under the Content area is Tags – one tag called basics. when I save and view in a browser, nothing changes unless I select the page name under the Content area? I’m at a loss?
Is it a custom post type and a custom taxonomy, or are you referring to the native pages and tags in WordPress? WordPress pages do not by default support any taxonomy, but of course this can be changed.
Selecting a tag means that:
The sidebar will be displayed on any singular containing that tag regardless of the post type.
Selecting a tag and “Show with all pages” means that:
The sidebar will be displayed on any page containing that tag.

I’m just using wordpress pages with a tag titled basics – nothing custom. When using the settings you recommend, it results in all pages on the site (even pages without tags or categories or different tags and categories all together). If I remove “Show with all pages” and leave only the basics tag selected, the sidebar doesn’t show up on the site at all.
It seems that Content Aware Sidebars does not know that your pages support the tag taxonomy. Most often this problem occurs if the taxonomy is – when a given page is loaded on your site – registered “too late” for Content Aware Sidebars to know that pages support it.
Do you use a plugin to make pages support tags? If not, you should look for the function register_taxonomy_for_object_type()
in your theme directory and tell me how it is executed (i.e. what filter is used for the function).
