Is it possible to move a comment?

I just received a comment from someone that I would like to move – it was in response to a post but was put in the entirely wrong place. Also, as it contains material that would certainly be worthy its own entry, is it possible to turn that comment into a post without give the author permission to add regular posts to the blog? Thanks.
