   am cant write blog with use mail pop3.my email allready active,at wp allready I set,yesterday I try send email to my pop3 mail after that am open wp-mail.php but nothing new mail.help me pls

   Well, first you need the xmlrpc.php file, which isn't included in the 1.2.1 download, but is in the 1.2 download here: http://sourceforge.net/project/showfiles.php?group_id=51422&package_id=78677
   The next thing you need to know is that many people are having trouble with it. Go ahead and do a search here in these forums for a few key terms and you'll find all of the relevant posts.
