Those cute little tour tabs… how do you include them in a plugin?

    When wordpress upgrades it gives a nice little tour using blue tabs/popups. I see other plugins employ them too. How does this work?

    I’m a fairly experienced themer, I can’t seem to find a tutorial on them. I don’t even know what they are called!
