Typically all users should not be able to edit or create posts; users can see the All in One SEO Pack metabox if they can edit posts, and they can make changes to the metadata on the post if they can publish posts. By default users should be created as Subscribers in WordPress; and Subscribers and Contributors can’t publish posts. Editors, Administrators, and Super Admins can publish posts; Authors may be able to publish posts to which they have access. As for the All in One SEO Pack settings themselves, those are restricted by the manage_options capability, which by default requires you to be an Administrator or a Super Admin. You can manage these capabilities with a plugin such as Members or User Role Editor, and you can manage the roles of your users by editing their profiles within WordPress.
OK thanks, all my users are custom roles…they have access level of authors.
I have User Role Editor installed and checked each user, and they do NOT have access to ‘Manage options’ capability
Shouldn’t it be hidden in that case?

They shouldn’t be able to see the All in One SEO Pack Settings menu on the left, but they should be able to see the metabox on the Edit screen, provided they can edit the post in question in the first place.
