New page not visible live

I am running theme 2011.

I have completed a new page. I have not given the page a ‘parent’ page, so it should display as all of the other pages I have created in the same way, on the ‘home’ page as a tab. It will not show up on the live page. I know there is something simple I have not done, I just can’t discover what it is. I have searched the trouble shooting section and have not found this answer. All of those questions have way complicated answers.
When I select to view all pages, it is listed with the others. Got me stumped.

The page that is missing is a news letter page.
