Have you set your local time in admin panel? Please read this documentation: http://codex.wordpress.org/Settings_General_Screen
When in the general settings of admin panel,. the time is 15, the post will be 15 too not 23. You should set it to i.e 23 in general settings.

I’m entering different time zones but the time remains 15:20 not 23:20,
After changing timezone and saving it, you should see two dates and times. One is UTC time and the other is local time. Is it the same for you or you can’t see any local time? Or the local time is the same as UTC time?

UTC time is 2013-10-02 13:30:14 Local time is 2013-10-02 15:30:14
So you should see the post time as local one. Are you sure you are not visiting cached version of post? Maybe you see cached version which is written when you didn’t change timezone?
Please add a new draft post now and preview it and see if the time is true or not.

UTC time wrong, also local time,
UTC time is 2013-10-03 1:25:14 Local time is 2013-10-03 3:25:14
and in fact UTC time right now is: 9:25 AM
