How To Show Different Numbers Of Custom Fields From Page To Page?

How do you set up custom fields if the number of fields will vary from page to page?

For Example: We want to show links to PDF files from within our Page content.

Some PAGES will link to three different PDF files, some will link to four, some will link to 1, some will link to none, etc.

Each link would have two attributes: the URL, and the NAME of the PDF file.

Is there a way to do this?

Alternatively, would it be better / easier to have a SINGLE field with a string that could then be exploded?

Something like:

http://mydomain.com/FileA.pdf|A PDF About subject A
http://mydomain.com/FileB.pdf|A PDF About subject B
