It is not to insert header content, it is to insert in your blog posts some content like adsens or information…
If you have following error:
Fatal error: Call to undefined function switch_to_blog() in …. wpms-network-global-inserts.php on line 201
then you dont have a multi site installation of wordpress

Thanks for the clarification. This comment in your description is misleading:
This plugin is strongly based on the code WPMS Global Content from Neerav Dobaria.
Since the WPMS Global Content plugin author says:
WPMS Global Content allow wordpress multisite network admin to set common header and footer content.
Regardless, it would not activate on our multiste network with no such error like you describe—just a 404 redirect upon activation.
I have moved on to another solution anyway. Thanks for checking in.

Yes, i wrote that note into it because the base code is from this project and i kept on changing it. I did not just want to change it and not telling people that Neerav Dobaria is the developer from the base source i used.
Time by time it will change tho and walk away from the mother source

This is something i can not explain, i have it installed on 3 different WordPress installation and dont have this problem.
The only time i had an error and it would not activate it was when i was testing what happen on a single, not multi site, installation.

I’ve found another solution that meets our needs, so I have no need to activate this plugin now. Thanks for following up.
