Changes to Style.css not showing

*Newby* I’m learning by doing but I don’t see changes I’ve made within style.css. The information I could find in the forums indicates that style.css tends to change immediately while php files tend to take time. Am I missing some key understanding or just changing the wrong margins, colors, code?
