Migrating to new server before changing DNS records.

I’m about to migrate a WP install to a new server with a new host.
The previous install had been compromised so I have manually cleaned all the crud out of the database and exported the content I want to transfer as XML files.
The new server now has a fresh install of WP but as I have not changed the DNS record for the domain I can’t (or don’t know how to) log in to the WP control panel so that I can import the XML files.
For obvious reasons I would like to do all the work on the WP install *before* pointing the DNS records to the new server.
Can this be done? If so can someone tell me how?
