Did you check if there’s an option for custom menus in your theme settings? If not, check Appearance → Menus

I looked in Appearance-Menus and there were menus but they seemed to be the menus for each page but not the footer and when I click Theme and Custom Menus, it just takes me to the same place Appearance-Menus did. Thanks for your suggestions.
Seems like your theme is using the same menu items for the header and footer menu,they are just styled differently.
Did you try to ask the theme author(s) for support?

Yes but they want money to help. I was trying to figure it out myself but it’s just way over my head. Thanks.
Go to appearance -> editor.
find footer (footer.php) in the list to the right and click on it.
Now you can see the php and html for the footer of every page. Find the links that exist and add the new ones in.
I’m sorry but as you are using a non-WPORG theme, you need to seek support from the theme’s developers – paid or otherwise. We only support themes downloaded from wordpress.org here.

Just in case this can help anyone else, I accidentally stumbled upon the answer. I published the new page that I wanted a link to on the footer and it was automatically added to the footer and header. Way too easy 🙂
