What's the best way to tie into dynamic/cloud taxes?

I know you can import taxes into woocommerce, but is there a plugin that allows me to connect to a database to calculate tax, not shipping, dynamically? The feature would come in handy so I wouldn’t have to be on top of changing taxes for every city. There must be something like that. No too expensive hopefully. My client is not tech savvy so updating taxes regularly is not something I want to do.
