Setting shipping cost per item

I am using WooCommerce for the first time, and I am having difficulty setting up shipping costs.

I am only sending the items to one country.

I have 5 items. For 4 items I want the shipping cost to be £2 per item. For one item I want the shipping cost to be free. If users want to buy more than 1 item then the shipping costs are simply added together.

I have tried various ways of achieving this, but now I am stuck. It seems that I can only set a flat rate which is the same for each item. I can’t then have a free item as well.

I would be glad of any help in getting this working.
