sabotage from web guy

I have had 2 different people to try and build me a website. The first realized she wasn’t going to be able to do it. It was just going to require to much of her. (fair enough)
The 2nd person builds web sites for a living and said he would do it. Its been several months with little or no change. SO I decided to go in and try to work on it. My login and password no longer works. SO when I request a new password thru word press it says to check my email for the new password. But I never get one. Is it possible that the new web guy has disabled my email so that he is the only one that can access it? If so how do I get back in control? He is avoiding my emails, messages, and calls.
