They should be installed automatically.
Does it work if you change the language settings to Dutch in /wp-config.php?

I had the .mo file in the /wp-content/languages folder. But in /wp-config.php i set: define('WPLANG', 'rotatingtweets-nl_NL'); instead of define('WPLANG', 'nl_NL');

That’s a bit unexpected.
It should have worked just by putting
define('WPLANG','nl_NL');
in wp-config.php. You shouldn’t have had to move any files.
I’ll take a look.
I looked at it and changed it back to rotatingtweets/languages and now it works here also. No idea, but it’s all functional now..
