Increase Max Upload Size

    Why is it so difficult to increase the upload size? I’ve been searching for 2 hours and have seen any number of suggestions. I created a PHP.INI file and placed it where my host said to put it. Nothing has changed. WordPress still reads 2M limit when I try to upload. Can it really be that difficult?
