Can I use CC 3.0 Icons in my GPL plugin?

No – I don’t think that license is listed in http://www.gnu.org/philosophy/license-list.html#GPLCompatibleLicenses/

There was a list of sites that offered suitable GPL icons associated with the Theme Review documentation but I can’t seem to locate it now. I’ll ask around and see if it was moved elsewhere. You might find that useful.
