making a fluid design to fixed

Hi,

I recently launched a blog which seems to be using fluid design. It keeps moving around the sidebar below content when browser window is re-sized. I would rather like a fixed elements. I looked at a lot of support questions on how to fix but, my theme’s CSS is gigantic and very confusing to a novice like me. Can anyone help me how to make my site have fixed elements? Thanks for your help and here is the css file.
