Disable 'delete' posts and file uploads

To be fair, I have been looking for this type of plugin for a while. Is there a way to stop guest authors from deleting their articles and uploading images?

I probably won’t mind them uploading an avatar or using gravatar but I won’t want just anybody to upload images on my blog. Thank you.
