Garbage "Above" Home Page in IE8 & 9

You will see a bunch of garbled text displaying over the home page. I have found the source of the garbled text by viewing the source code. Coming from an HTML background it would seem that I should be able to download an HTML file, carefully delete the garbage and re-upload the ‘cleaned’ html.
However, from working on a number of wordpress sites over the last few months, I know that wordpress doesn’t work like that. The way I understand it, the theme, plugins, widgets, etc. etc. ‘generate’ the html so there isn’t an actual html file to edit, you have to edit/change the front-end that actually generates the code…
Any suggestions on where to start to fix this problem?
