The version in “deans_fckeditor_class.php” is not 2.3 but 2.1. So some options are missing : Default link Target, Enable the Firefox built-in spellchecker.
May be an error when you build the zip ?

The 2.3.0 release packaged wrong just like what you mentioned in your comment,I have fixed this problem,and the version number has been updated to 2.3.1.
