2011 theme different number of menus supported

I manage a few wordpress sites with a couple of them utilizing the 2011 theme. On one of the sites the menu section says that my theme supports 3 menus. On another site (still using the same theme) it says that my theme supports only 1 menu. Any idea of what’s going on here?
