Lost ability to add product categories, not on dropdown menu

I suddenly can not add product categories to woocommerce. I only want to show product categories on shop front page but only get the choice of products and sub categories to choose from in woocommerce
cataloguesettings?
Can not get subcategories to show under existing product categories when I try to add. Any advice would be appreciated.
