   Function "convert to UTF-8" does not work for Lithuanian encoding windows-1257.

   The function simply uses the php function 'utf8-encode', which, as i found out right now, only Encodes an ISO-8859-1 string to UTF-8.

   I'm having some prob of this garbled chars with regards to utf8. the wp version is 1.x and having this issue. The plugin available here is not applicable for 1.x only to 2.2 and higher.

   could you plz help me about it.
